Enable build of rpm and deb packages in Tor Browser releases

With #41160 (closed) we disabled build of rpm and deb packages except for nightly builds, since tor-launcher needs more work to correctly support non-portable mode (tor-browser#41630, #41159, #40892).

When the issues with non-portable mode are fixed, we should re-enable the build of rpm and deb packages for releases.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
