Drop Windows 7 support for 14.0 from build tools
We've merged the first 128 branch, and we're going to merge the toolchain update soon.
Before 14.0a1 is out, we should do additional changes to drop Windows 7 support from build tools:

bump the minimum OS requirement to Windows 10 in update responses - #41197 (closed) -
stop using Go 1.20 (and possibly move all the platforms to Go 1.22) - #41195 (closed) -
update also relprep.pyaccordingly

update the installer to check for Windows 10 instead of Windows 7 - #41201 (closed)
