Change Description

Downgrade to Python 3.9.x, which is the last major version that still supports the OpenSSL version our Debian containers have.

This is the less intrusive way to solve this problem for us.

We have some alternatives (see the issue), if we end up preferring those.

How Tested

Built a testbuild, and seen it succeeded (also, checked that the Python project log says the _ssl module is built successfully).
