    Bug: "Proxy Server Refused Connection" error in tab

    Reproduction: Close Tor Browser. From a different app, open a link such as in an app's "About" screen.** A dialog window might pop up asking which browser to use to open the link. Choose Tor Browser from the list**. Tor Browser's window opens and tries to open the URL. Full-tab error appears: "Proxy Server Refused Connection"

    Workaround: Open Tor Browser before opening links from other apps.
