Drop 16439 Patch (android screencasting disable)

This patch is Android specific, and no longer necessary for the current version of Firefox that TBA is based off of (and it was never necessary for Desktop)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
