Rebase Geckoview v96.0.3 for TBA 11.0

At yesterday's meeting, we decided to address the TBA crash by releasing another v96-based TBA.

From the latest rebase, some minor Firefox versions were published, so we should rebase our patch set again.

We should also include new security fixes that have been found.

The target branch is geckoview-96.0.3-11.0-1, and the last commit has been tagged FIREFOX_96_0_3_RELEASE.
