Disable translations until audited and solved the UX problems

As decided in today's meeting.

TL; DR:

1. disable
2. audit
3. re-enable if audit doesn't expose problems and we resolve the UX problems due to our settings

Notice that upstream might improve this feature only in RR (and it's beta for 128). It could make sense to defer it to ESR 140.
