Change Description

I noticed we don't really debug anything about circuits.

This makes debugging problems on Android even more difficult.

So, I decided to add a couple of debug messages:

• one when we build a circuit (CIRC BUILT event: we already have a STREAM SENTCONNECT with the circuit ID, but we never log the nodes that compose that circuit 😅)
• another one higher level, when we update our Map of known circuits in the domain isolator

How Tested

Built on Android, and checked we see circuit information in adb logcat | grep Gecko (when enabling all messages for browser.tordomainisolator.loglevel and for browser.tor_provider.log_level).

This change affects all platforms, so no need to create an Android build, it can be verified also on desktop.
