Change Description

Fix focus styling for primary tor-button buttons.

Also, add a prefers-contrast and forced-colors variant for the tor colors that use the Firefox design system colors instead of the purple ones. Somewhat related to #42746 (closed).

How Tested

Check the styling in "about:torconnect" on hover.

Also checked the styling with prefers-contrast (GNOME hi contrast theme) and forced-colors (Set under "Language and Appearance, Colors", only applies to content).
