Change Description

cherry-pick'd the mullvad-browser#234 (closed) patch to Tor Browser.

NOTE: After merging we will want to revert the mullvad-browser patch and cherry-pick this patch to Mullvad Browser as it moves the pref to 001-base-profile.js. We will also need to fip the added pref to false in MB's pref commit.

How Tested

Built and verified in the inspector that the UA in the sent HTTP headers now match navigator.userAgent.
