Change Description

In principle, we could have set signon.firefoxRelay.feature to be "" instead of "disabled", which would have meant that isAvailable would be false and FirefoxRelay would still use the RelayDisabled implementation. But this also has the side effect of isDisabled becoming false, which could have unintended consequences in the future. So instead I just hid the UI more directly.

This is a new commit.

How Tested

"about:preferences#privacy" does not show the option. Searching for "email mask" or "Firefox Relay" gives an empty result.
