Merging

Change Description

1. Always hide the firefox view button.
2. Ensure that FirefoxViewHandler.openTab returns early rather than throwing.
3. Drop unused browser.tabs.firefox-view preference.

Note we're expecting several merge conflicts for this from upstream: bug 1903812, bug 1917595, bug 1917599. These changes should be compatible, as long as we keep our selectors rather than upstream's.

How Tested

Turned off private browsing, firefox view button is still hidden. Also hidden during customization. "Tools > Firefox View" is hidden.

Adding some other item before the tab bar with customization should cause a separator to be drawn.
