Change Description

Updated tb-dev to work in the mullvad-browser repository, and moved it to new directory tools/base-browser.

@pierov I'm not sure how you want to handle moving the commit "Bug 41803: Add some developer tools for working on tor-browser." to base-browser. We could just keep it in tor-browser for now, and move it into base-browser at the next rebase. Up to you.
