Change Description

NOTE: This is for the 13.5 branch only.

NOTE: We need to add a support URL before the next 13.5 build.

We replace the end of life support message with a new message.

We also push back the expiry date to 1st April 2025. I'll open a new issue to review this date again in the future when we know more.

NOTE: I decided not to add our own "Learn more" string. Instead when we add the link I will use the existing notification-learnmore-default-label. In principle, the context could make some other string more appropriate in a different locale. But given the limited time for translations, I decided to use the firefox string which seems more likely to have an existing translation in time for the next build.

@morgan if you land this today then tomorrow morning I'll pass this on to the translations repo.

How Tested

Changed the platform conditions to trigger the message.
