Change Description

Use :has selector to move the focus-visible styling for the search-input to its parent.

No longer need to monitor the focus-visible condition using javascript.

I looked through our other CSS files and didn't see another place to use :has, so this resolves #42802 (closed) entirely.

How Tested

Open "about:tor". Focus the input, the input parent light purple outline and dark purple border is shown. Click the "Onionize" toggle, and the focus outline is removed from the input parent. Toggling "Onionize" will add and remove the purple glow, moving focus to the input will hide the glow.
