Change Description

Should land after !1304 (merged), or at least after we are sure that we want to place branding files in toolkit/locales.

We change the CI script to accept a JSON input, which can now additionally specify:

• where: a subset of directories to search for. This is used to ensure we use the brand.ftl and brand.properties files found in toolkit/locales (after !1304 (merged)) or toolkit/torbutton (for stable branch).
• directory: defines which directory the file should be placed under in the translation branch.

How Tested

Ran the CI script locally.
