Change Description

This MR adds the mozconfig-linux-aarch64-dev file, plus some minor fixes to enable doing linux aarch64 dev builds on linux aarch64. Fetching alphas is supported too (even if there are no released alphas currently).

How Tested

I did a dev build on Apple Silicon running Debian testing, with system packages (except for rustup's rustc + cargo). Instead of fetching I used a locally built alpha release.
