Change Description

Changed where the timestamp is created so that it reflects the time the log was created and refactored surrounding code to support this. Also some minor tweaks described below in the "How Tested" section.

How Tested

1. Bootstrap and go to the tor log screen in the settings. Notice that the timestamp accurately reflects the time the log was created, instead of when the tor log screen was opened.
2. Close and re-open the tor logs screen and notice that the timestamps don't change.
3. Notice there is a comma between the date and time.
4. Notice that the timestamps are now selectable.
5. Notice that the "Copy all" button now includes the timestamps
