Change Description

We hide the "onion location" button when the "Connect" button is shown.

I was a bit worried about how the "onion location" popup would handle its anchor being hidden, but the existing mozilla code seems to already be good enough to handle this.

How Tested

Visited torproject.org and then killed the tor process. The "Connect" button shows and the ".onion available" button is hidden. Once we are connected the ".onion available" button returns.

Seems to also work fine when the "onion location" popup is shown when the tor process is killed.
