hide the screenshot menu, remove browser.download.panel.shown

• hide screenshot menu as suggested in #40912 (closed). the issue suggest setting it to false but I think that was a typing error and not the intended suggestion.
• remove browser.download.panel.shown as required in #40916 (closed).

I've reworded your commits because we squash the preference commits, and I've also added extensions.webcompat-reporter.enabled, which is another extension we remove in #40007 (closed).

The commits are 97de7c04 and ceaf8700, so GitLab will not recognize the MR as merged, but it actually was.
