Bug 40682: Set network.proxy.allow_bypass to false

This fixes #40682 (closed) on GeckoView v99.0.3b.

Contrarily to Geckoview v96.0.3, we didn't change the C++ code because in v99 also the C++ portion checks if the preference is set.
