40199: Avoid using system locale for intl.accept_languages in GeckoView

I think using the same values as in desktop based on the first locale that Fenix passes might be a better solution than this patch, but I think that's slightly more complicated. So, maybe this strategy is good enough for now and perhaps we could open another issue for improving it.
