Change Description

Avoid showing the restart prompt with system tor daemon.

How Tested

Started Tor Browser, then started another one with TOR_SKIP_LAUNCH=1 ./start-tor-browser.

Also, started a Tor Browser, started a patched one, checked that we still get the restart prompt. And then closed the first Tor Browser and seen that clicking on Restart fixed the second Tor Browser.
