Change Description

NOTE: This is targeting the stable branch.

We remove unused strings from the stable branch, so that the new CI in !920 (merged) will not pick up on them. This should only be a one-time thing: they are an artifact of our previous approach where we kept strings around for longer (but forgot to remove them at the next major release).

This is basically a cherry-pick of 377d3eca and removing aboutTor.dtd.

How Tested

Double checked strings are unused by searching code base.
