Bug 40051: Implement 2021 Year End Campaign look in about:tor

  • a subsequent commit will be needed to populate the yec-placard.svg image with all of the formatted localized slogan strings
  • a debug hook also needs to be removed which reads the abouttor.debug_locale string pref to change the language of the protest sign
