Vpn status notifications

built on top of !15 (merged) which needs to be reviewed first

• relates to #41 (closed)
• shows ellapsed time since VPN was connected (using Android's notification chronometer feature)
• added data usage statistics in notifications, facilitates to finish #63 (closed)

It appears that we can eliminate the recreation of intermediate observables but this is functioning as desired so it works for re-alpha.

true! The NotificationManager could get passed the updates directly, but I chose to use the observables to prepare the wiring of the rest of the app UI that require these updates.
