Fix app filtering in case protectAllApps has been enabled

cyberta requested to merge fix_app_routing_protect_all_apps into main
  • Closes #75 (closed)
  • also applies immediately app routing settings in case the VPN is already running
  • implicitly this MR implements the functionality to request globally new circuits for all apps
