Change name of zh-TW locale

Our translator @kishinsagi has reported that the name we use for the Chinese (Taiwan) locale is not nice:

"change the name for Traditional Chinese to 正體中文, instead of 正體字"

I have checked around with Localization Lab and others and everybody seems to agree, so I will do that.
