Recovery from Weblate termination

Here I will add the work needed to recover from weblate's incident reported at #40153 (closed)

• Recover categories
• Fix Snowflake repository failure (cannot find the file?)
• Recreate reviewer teams #40150 (closed)
• Add welcome messages to components (#40147 (closed))

Also to prevent this from happen again:

• Investigate a way to add more emails to weblate's payment alerts
• Add new payment ticket due on Nov 30th 2025, for next payment. (#40149 (closed))
• Create alias with more addresses to find out when there are problems (#40151)
