Run a campaign to encourage new operators to run webtunnel bridges

As AC-Team is finishing to work on a new PT, we should announce Webtunnel to the relay operators community and get some bridge operators to run it.

Tasks:

• Test the container or building from source in May and June
• Help operators to setup webtunnel bridges
• Write operators documentation to the community portal
• Organize a new "Run a Tor bridges campaign" (TBD)

The container is ready only missing to push into hub.torproject.org. @shelikhoo is writting the documentation for the community portal and is are almost done.

Yes! that being said the self-hosted container registry isn't there yet, but is expected to be enabled soon: tpo/tpa/gitlab#89 (closed).
