Observability and metrics

We will eventually need to add metrics to Arti. We will need to come up with a plan regarding what needs to measured and how, which libraries to use, etc.

When we start working on this project, let's make sure we have measurements for the metrics that proved useful (or would've been useful) for debugging C Tor issues. See tor#40717 (comment 2930954)
