Export nightly coverage information for arti

We should format arti's current test coverage, for integration tests, unit tests, and both, to HTML, and put it up at some website.

We should defer this ticket until we have solved other issues, though. At the very least, we should wait until:

  • We have a working lektor website at arti.torproject.org
  • We have gitlab CI coverage integration working (#250 (closed))
