A well-signed consensus from the future indicates that our clock is wrong.
Currently arti behaves badly and downloads too much if it is running with its clock set too far in the past.
If we are served a consensus from the future, I think that right now we won't even try to get its certs and validate it. But maybe we should; if it turns out that there is a valid consensus from the future, then maybe we should take that as a sign that our clock is wrong, and warn the caller/user accordingly.
