Track reported skew from channel handshake

As part of our channel handshake (in the NETINFO cell), the relay tells us what time it thinks it is.

The relays can lie, certainly, but it doesn't do to ignore this information. Instead we should probably remember the reported skew, and use it as a hint to the user if and when bootstrapping fails.

Found while investigating #329 (closed).
