Patch release for !627 fix?

Patch release !627 (merged) from @feelingnothing fixes a bug in tor-dirmgr that makes Arti unusable on Windows. It makes sense to put out a patch release of the dirmgr crate, even though we usually do our releases only once a month. (There have been no other dirmgr changes yet since arti 0.5.0.)

Before I put out this release , we should figure how we want to handle patch releases of a single crate:

• Do I add a new section to the changelog? (I vote +0.)
• Do I tag the repository with (e.g.) tor-dirmgr-0.5.1? (I vote +0.)
• Do I put out a blog announcement? (I vote -0.)
