dev doc: Add keymgr CLI doc sketch (second draft).

This is the second draft of the key manager/state manager CLI design.

I rewrote the doc from !1729 (closed) based on our discussions on #tor-dev.

I've omitted a lot of details which I think ought to be included in the final CLI docs.

This document lists the most important functionality we're going to need from this CLI.
