Introduce tor_persist::slug module

I need this for state_dir (#1163 (closed), !1853 (merged)).

I intend that this should be used for arti paths (#1092 (closed), #1193 (closed)). See also #1195 (closed).

Implements the spec in #1192 (closed) but doesn't connect it to anything yet.
