Replace maint/list_crates with list_crates_publish

  1. Make list_crates_publish suitable for import from other Python scripts
  2. Change all the in-tree scripts to use it instead of list_crates (CI passed on 5dbc5c0e in https://gitlab.torproject.org/Diziet/arti/-/pipelines/167004)
  3. Remove list_crates (CI passed on 1378b0da in https://gitlab.torproject.org/Diziet/arti/-/pipelines/167035)
  4. Rename list_crates_publish to list_crates

NB I am not a very good Python programmer so please be alert for any blunders I may have perpetrated.

Does almost everything for #1393 (closed).
