tor-relay: add `ChanMgr` to `TorRelay`

opara requested to merge opara/arti:orport into main

Also makes a small update to tor-netdoc and arti-client to simplify the override_net_params option so that we don't need to duplicate the helper code with tor-relay.

Edit: The test failure appears to be #1549 (closed).
