Provide TorClient::set_default_prefs and clone_with_prefs

I think this has all the behaviours requested in #290 (comment 2769417)

Ideally there would have been a test case but there is no test case for isolated_client() either.

This branch is on top of that for !249 (merged) since otherwise it failed my local tests.
