tor-config-path: finish migration from tor-config

opara requested to merge opara/arti:tor-config-path into main

Finishes the remaining steps in the split from tor-config.

  • tor-config-path: re-enable 'test_parse' test
  • tor-config: removed re-export of CfgPath
  • tor-config: remove unused dependencies
  • tor-config: remove 'expand-paths' feature

Will conflict with !2591 (merged), so should wait until that is merged (and then double-check version numbers in this MR).

Closes #1717 (closed).
