arti-config: Move cmdline to tor-config

Ian Jackson requested to merge Diziet/arti:arti-config-1 into main

This does not know anything about arti, only about TOML and Config.

Code motion, plus necessary import adjustments.

This is part of abolishing arti-config, which is part of #456 (closed).
