Maybe load balance pinned middles?

Roger pointed out that people may specify entire countries or multiple countries for legacy/trac#13837 (moved), and may be surprised that tor doesn't load balance properly in this case. We may want to do load balancing here, if the list of selected nodes exceeds K for some K.
