OverloadStatistics option is missing in tor's man page

The torrc option OverloadStatistics (!334 (closed)) is missing in tor's man page.

maybe this change is also relevant to the semantics of the option #40364 (closed)

because the current description in the code comment still mentions extra-info documents. !334 (diffs)
