Remove the function `tor_tls_assert_renegotiation_unblocked`.

Nick Mathewson requested to merge nickm/tor:bug40399_035 into maint-0.3.5

It was used nowhere outside its own unit tests, and it was causing compilation issues with recent OpenSSL 3.0.0 alphas.

Closes #40399 (closed).

This issue is a blocker for OSS-Fuzz, so it would be cool if we can merge it into main at least before too long.
