Set the target padded length for INTRODUCE1 messages to 490.

Closes #40865. See torspec!167 (merged) for discussion and rationale.

Also fixes a bug in our calculation for how much padding we wanted to add; we weren't taking into account the overhead of our encryption algorithm.
