Expand private_nets to all current non-routable RFC Networks

IPv4: RFC 1122, RFC 1918, RFC 6598, RFC 3927, RFC 5737, RFC 2544, Multicast, ClassE

IPv6: RFC 6666, RFC 5180, RFC 4843, RFC 3849, RFC 3701, RFC 4193, RFC 4291, RFC 3879

RFC 7526 is defined as comment as the allocation expired and HE holds valid announcements for the networks.

Fixes #40995 and subsequently partially fixes torspec#158
