Improved UX for happy families based on relay op requests

Closes #41033 (closed):

• Adds an option to set a FamilyIdKeyDirectory, other than normal KeyDirectory.
• Adds an option to use all the family IDs we find.
• Documents the required file names for family ID keys files.

(Please don't merge till we've had some testing on this, and confirmation that it does what's wanted.)

I'm not sure why debian-i386-minimal is failing, but we should probably figure that out before we merge.

I've reproduced the debian-i386-minimal failure on a branch containing nothing but the original version of main that this was branched from. It seems to be failing on main too?

Ignore the i386-minimal issue. It's a regression from bumping to bookworm that we are trying to fix.

The patch looks good. @dgoulet wants to do a release for 0.4.9 very soon, so I am not sure if you prefer we get it in there to get some early testing or wait?
