Correct the versions in which "maxunmeasur[e]dbw" was fixed

Nick Mathewson requested to merge nickm/torspec:maxunmeasured_fix_again into main

Per discussion on tor!772 (merged), it looks like we are backporting the fix to 0.4.8.

This should get merged if and only if we are backporting. See tor!774 (merged).
