introduction-protocol.md: hyperlink instead of mentioning tor-spec.txt

This commit replaces the text "see tor-spec.txt, section -5.1.4" with a link to the markdown version of the same material.

It also removes the text "see proposal 216" in furtherance of the goals of #237.
